I was wondering if anyone new if there is a known measurement certificate filed for boat sail number 1081.

What State are you in? Records for measurement certs should sit with your State Association/measurer.
When you purchased the boat the previous owner should have had a certificate if he indeed had the boat measured.
You will need one reissued if your a new owner and depending where you are should not be too difficult.
